Rosse Vogler
British Council
Rossi Vogler leads the British Council’s global TVET portfolio, including research, programme design, and strategic partnerships, specialising in shaping inclusive and high-quality skills systems that support economic growth and social cohesion. Her team advises governments, training institutions, and industry bodies on skills policy, system reform, and employability strategies, aligning global good practice with local priorities.
Prior to joining the Council, Rossi managed large-scale employability programmes as Partnerships and Contracts Manager at Kensington and Chelsea College in London. Rossi holds a PhD in International law.
Using the cultural resources of the UK, the British Council builds connections, understanding and trust between the people of the UK and countries worldwide.
Its work in education brings institutions and people together to share expertise and innovation, enrich and improve teaching and learning and open up new opportunities across the world.
The British Council works in partnership to develop high-quality skills systems that help both individuals and economies to prosper and promote stable societies. It encourages closer links between education, employers and policy makers in the UK and the countries they work in to help enhance the skills and employability of young people.
The British Council offers a range of international consultancy services and deliver education and skills reform projects across the globe, including in emerging economies and post conflict and fragile states.
The British Council combines our knowledge of UK and international good practice with our understanding of local circumstances to develop targeted solutions. These include:
- Working with governments, employers and others to reform policy and improve the relevance and quality of skills systems. The British Council focused on ways of engaging employers, understanding the labour market and incorporating a holistic approach to quality assurance.
- Strengthening skills bodies so that they are equipped to deal with current challenges and adapt and respond to new ones. British Council partners include employer representative organisations, qualification authorities, employment services and education and training institutions.
- Supporting leaders, managers, teachers and trainers to develop high-quality, competency-based curricula and to deliver these in innovative and stimulating ways. This includes technical, English language, employability and enterprise skills.
- Working with employment and enterprise support services to design innovative ways of helping individuals to reach their potential, from getting a job that uses their skills to developing a successful small business.
