Sector Action Plan Launched
The UK skills sector has a vital role to play in supporting economic growth, workforce development and international collaboration. Across the world, governments, employers and institutions are seeking trusted partners to help develop the skills, qualifications and training needed for future prosperity. The UK is uniquely positioned to meet that demand through its world-class expertise in technical education, vocational training, professional standards, assessment and workforce development.
The UK Skills Partnership Sector Action Plan sets out a shared roadmap for action. Developed in response to sector insight and evidence, it identifies the practical steps needed to strengthen international engagement, increase export opportunities, build strategic partnerships and support sustainable growth across the UK skills ecosystem.
The plan focuses on turning ambition into action. It highlights opportunities to improve market intelligence, strengthen quality assurance, support international recognition pathways, foster collaboration and create the conditions for more organisations to succeed overseas. It also recognises that collective action between industry, further education colleges, independent training providers, equipment and skills-tech suppliers, language providers, Chartered and professional bodies, awarding organisations and government will be essential if the UK is to maximise its global impact.
As global demand for skills continues to grow, this Sector Action Plan provides a framework for delivering practical outcomes that benefit learners, employers, providers and economies around the world. Together, we can strengthen the UK’s position as a trusted international partner and create new opportunities for growth, innovation and lasting impact.
Launching today, the UK Skills Sector Action Plan represents a commitment to collaboration, delivery and ambition, ensuring the UK skills sector is equipped to seize the opportunities of an increasingly connected global marketplace.
The UK has one of the strongest and most complete skills offers in the world. What we export is not simply qualifications or training programmes, but the architecture of effective skills systems: occupational standards, regulated qualifications, quality assurance, assessment, workforce development, professional recognition and the expertise to bring those elements together.
The international opportunity is significant. Governments, regulators and employers across the Gulf, Asia Pacific, Europe and Central Asia and beyond are investing in skills reform and workforce transformation. The UK already has the expertise they need. Our challenge is to make it easier for international partners to see, access and procure that expertise as a coherent UK offer.
That is what this Action Plan is designed to achieve. It moves us from ambition to delivery through ten practical, sector-led actions – with clear ownership, timescales and measures of success. We will build country system maps and a stronger opportunities pipeline; develop a UKSP International Education Ambassador cohort; support SMEs to enter new markets; help colleges re-engage internationally; tackle barriers to the recognition of UK qualifications; and make it easier for organisations to form consortia and pursue opportunities together.
But UKSP cannot deliver this alone and nor should it. The strength of this plan lies in the collective capability of our members and partners across all four nations of the UK. Participation does not always require a major commitment. It might mean contributing a case study, sharing market intelligence, mentoring a first-time exporter, becoming a UKSP International Education Ambassador or joining a consortium to pursue an opportunity. Those individual contributions are what will turn a highly capable but diverse sector into a more visible, connected and compelling UK proposition.
We particularly want to strengthen participation from Scotland, Wales and Northern Ireland, and to bring more skills, training and awarding organisations that are new to international activity into the UKSP community. Our starting evidence base is heavily weighted towards England; if we are to represent the UK internationally, our evidence, our ambassadors and our international offer must genuinely represent the whole UK.
The demand is real. The UK capability is proven. This Action Plan gives us a practical route to connect the two. Over the next four years, our ambition is to move from fragmented, opportunity-led activity towards a coordinated UK skills export offer – one that enables organisations of every size to participate and positions the UK as a long-term partner for skills, workforce development and economic transformation around the world.

Achieving sector ambitions
The Education Sector Action Group (ESAG) Core Members have worked with organisations across all four UK nations to develop the first Sector Action Plans supporting delivery of the UK’s International Education Strategy ambitions.
These plans provide an important first roadmap for action, setting out practical, sector-led priorities to strengthen the UK’s global education offer, build on existing strengths, and unlock new opportunities for growth, partnership and impact. While they identify initial priorities, they mark the beginning of a longer journey.
Achieving the UK’s international education ambitions will require commitment from across the sector. Organisations of all sizes and specialisms have a role to play in showcasing the very best of UK education, expanding our global reach, and ensuring international education continues to deliver lasting benefits for learners, institutions, businesses and communities throughout the UK.
